Water bills in 2026 and the end of Ofwat

Bills went up again in April, and the regulator is being replaced. Here’s what that means for your water bill.

Why bills rose

Water companies in England and Wales are in a five-year investment period, funded through bills, to upgrade pipes, reservoirs and sewage works. Water UK forecast an average household rise of about £33 (5.4%) from April 2026, but the change varies a lot by company.

Ofwat is being replaced

The government announced in July 2025 that Ofwat will be abolished and its role merged with water functions from the Environment Agency, Natural England and the Drinking Water Inspectorate into a single regulator. The January 2026 white paper set out the plan, including closer supervision of each company. Legislation is still to complete its passage through Parliament. A single national social tariff was not included, which consumer campaigners have criticised.

How to cut your water bill

  • Ask whether a water meter would save you money.
  • Check your company’s social tariff and WaterSure if you’re on benefits.
  • Get free help from the Consumer Council for Water.
